I encourage everyone to read pages 2-7 of the PDF Jerry links to, in which he ably demonstrates why this policy statement is not enforceable. &lt;br&gt;&lt;br&gt;While this may seem like an academic issue to some, what we're talking about here is, quite simply, the rule of law.
