    And of course the best definition is from the Federal Networking Council in about 1995.

    What ought to be the appropriate definition of the Internet has been a big issue before the ITU, looking at NGNs.

    There is also a definition at 47 USC § 230(f)(1) that is identical to the one you quote from the bankruptcy law and Internet gambling ban.
