The whitehouse site dropped because it does not contain those phrases. When the whitehouse did but miserable and/or failure on that page (from a press conference, I believe) it went to #1 immediately. So this bomb would be successful, if the words were on the page.
Yes, since it obviously inverts what any fair-minded person would observe to be true. It's just trolling, really.
