But I don't see the quantitatively argument in at least the data you present.&lt;/p&gt;&lt;p&gt;2007:  6500 deaths from 16-20 year-olds from driving.  Let's wildly guess that there are 18 million Americans at that age through some back-of-envelop calculations.
