Deregulation did not result in more CAPEX spending from VZ and ATT. Broadband competition from cable, DLEC's, CLEC's and ISP's did. But effectively that competition has been killed.
You might want to just stick to writing about the FCC for the National Review, where everyone shares your narrow and inaccurate view of FCC regulation.
