If you're advocating a requirement that people vote based only on watching CSPAN and reading the Congressional record, then it might make sense, but the reality is that most voters follow developments second-hand through news reporting. If they're going to do that, I don't see why translated news should be significantly worse. Now, if only you would carry that forward into requiring that they be a productive member of society not employed or subsidized by the government in whose elections they are participating. Things would rebound for individual rights within a decade if the right to vote were limited to those not receiving a dime of government money.
