It's those "anti-government" wackos like Bush who seem to push up spending---their goal of course, is to make the government bankrupt, as they could never acheive their anti-govt agenda directly at the ballot box, but instead have adopted deliberate mismanagement as a policy.
This could, of course, simply be construed as treason.
