See &lt;a href="http://lwn.net/Articles/329626/" rel="nofollow noopener" target="_blank" title="http://lwn.net/Articles/329626/"&gt;http://lwn.net/Articles/329...&lt;/a&gt;&lt;/p&gt;&lt;p&gt;Presumably the EU's objection is based on protecting SAP, IBM and other direct competitors to Oracle, not the interests of businesses using MySQL and derivatives.
